Associate Staff

Janet Bernault has almost 30 years of diverse experience in management and organizational development, primarily in the non-profit sector. Her experience includes grants and contracts negotiation and management, implementation of accounting systems, development of bid specifications and requests for proposals, personnel procedures and policies, employee benefit and affirmative action plans. She is a professional librarian, accountant, teacher and activist, editor and writer and a conference organizer and leader. Besides professional staff training, she has trained boards and program managers to be comfortable participating in budgeting and cost projections and in using fiscal information in their operations and planning. Her newest endeavor is individual and group counseling on personal money issues, such as debt and consumerism.

Francis T. Harrington, EA MST retired from the Internal Revenue Service in 2001 after 33 years of service. During his career he was a tax auditor, revenue agent, tax law specialist and manager in the National Office, and an Appeals Officer in the Boston Appeals office. He has worked on a variety of technical matters from basic income tax cases to issues involving the taxation of insurance companies. Before retiring, Mr. Harrington became involved in collection cases concerning offers in compromise, trust fund penalty, penalty appeals and various excise taxes. He is an enrolled agent and holds a Masters degree in federal taxation from DePaul University in Chicago.
